You need to check the permissions on the folder, not the file itself.

The feed doesn't parse with http://madoka.volgo-balt.ru/myfeedsucks/ because it can't lookup the DNS record (and using IRIs instead of URIs everywhere), but that's only half the issue. Sounds more like terrible programming on their side. Why serve broken XML instead of a proper HTTP status code? That's exactly why HTTP 401 Unauthorized and HTTP 403 Forbidden exist.

TT-RSS is an RSS reader. That site you linked does not have an RSS feed. You'll have to use some Website-to-RSS converter.
