replacement floIcon.php

After reading this topic about floIcon.php, I figured I'd just write my own. How hard can reading a favicon be, anyway? Turns out, it's the most retarded file format you can imagine. But my replacement seems to work ok on most of the icons I tested.

You can get it here: https://github.com/jimparis/jimIcon

Just copy the two files jimIcon.php and floIcon.php into lib/. The second file is a shim so that no tt-rss code needs to be changed.
