Well, I did some more I18N work, just finished integrating PHP-Gettext. The implementation in trunk (if enabled) currently gets the language from HTTP Accept-Language header automatically and enables the translation if it exists.

There is an (incomplete) .po file which contains a lot of strings for any translation volunteers to get started on .
