when Google Reader was discontinued I migrated to TTRSS and I am quite happy. I also have archive of bookmarks and used Google Bookmarks until I found Kifi (kifi.com). Now Kifi team was bought by Google and site will be discontinued. I am seeking new home for my bookmarks. What do you use? Selfhosted solution is preferred. It should:
* url, title, tags, date, notes
* fulltext search of the bookmarked page but no need to store the page itself, when the page is gone, its gone
* import/export of bookmarks
* (optional) Android client so I can add bookmark when browsing with my mobile phone
* (optional) Chrome plugin to quickly add bookmarks
* I can invest in small yearly fee
I am not that impressed with Diigo (full text search with 40$/year), Pocket (I use it for offline reading but not as bookmark manager). Pinboard.io looks interesting but its one man show. Something selfhosted with live community such as TTRSS?

you can try asking in /r/selfhosted but personally i would suggest using chrome + google sync

Wallabag might be for you although it doesn't meet all your requirements.

I use owncloud and there is already an extension to support the bookmark manager

Not self hosted, but https://www.xmarks.com/ works well. Cross browser, cross platform. I've been a user for years and found it very effective.

I also suggest xmarks. Their are sync addons for Firefox/Chrome/Chromium. Their is also an Android app though it requires a small yearly fee.
You can combine xmarks and lastpass mobile in a yearly fee with a slight discounted combined cost. Both can be used for frée in most PC applications but the mobile use, and with it the required subscription, adds extra functionality.
I believe you may host your own xmarks sync server if you wish.

Chrome - I have 5.000 bookmarks, it deserves better storage than Chrome, I also do not want to depend on Chrome
Owncloud - I already pay decent shared hosting server
Xmarks - no full text search, even with premium, I use KeePass for passwords
