I stumbled on this nifty looking plugin recently, but cannot seem to get it to show up in my plugins list under preferences and can't seem to find the problem.

Running my ttrss with latest updates on an Ubuntu 16.04 fully updated machine.

I checked and I certainly can install other plugins, and there is absolutely nothing in any log file.

Does this work for anybody else? What am I missing here?

The original author has no issue cue or way to contact.

Guessing you put the init.php and other stuff in a subfolder under plugins or plugins.local.
If I remember correctly the folder name has to match the class in init.php, which in this case is notify_xmpp
